An ILEC is the traditional telephone company. ILEC stands for Incumbent Local Exchange Carrier. In the U.S., the Regional Bell Operation Companies (RBOCs) were formed after the divestiture of AT&T. The Independent Operating Companies (IOCs) located single cities or rural areas are commonly referred to as ILECs.
